　人間が理性に基づいて判断したのに失敗する「不条理」を研究する著者は、企業や行政など様々な組織で改革が失敗する原因を明快に解き明かす。根拠となるのは、取引コスト理論やプロスペクト理論など、新制度派経済学や行動経済学の知見だ。「全ての人間は完全に合理的ではなく、完全に非合理的でもない」という前提が、様々な不条理を生むと指摘する。

　その前提が人間の本質であるなら、改革の失敗は必定とも思われるが、本著ではそれを乗り越える方法も示されている。組織のリーダーやメンバーが自分たちの限定合理性を認識し、批判的議論を展開すること。そして責任を伴う道徳的な行動が取れる「自律的な人間」を育成することだ。取引コストを恐れて現状維持にとどまろうとする組織の「空気」に水を差せる人こそが、改革を成功させるリーダーだという指摘には納得させられる。
